Dave Carr

Managing Director

Dave has had a varied career, having started as a Marine Engineering Artificer in the Royal Navy and subsequently working in the topsides and subsea construction and maintenance of North Sea oil and gas installations. During this period Dave performed many roles, including planning engineer, fabrications engineer, construction manager, quality assurance manager and technical author for health and safety management systems.

Dave has also worked in the water and manufacturing industries before joining Callsafe Services Ltd in 1996 as a health & safety consultant, becoming Managing Director in May 2004. He obtained a Post-graduate Diploma in Health and Safety Management in 2006, achieved Fellowship of the Association for Project Safety (APS) in 2007, is a Registered CDM Co-ordinator with the APS and is a Fellow of the International Institute of Risk and Safety Management (IIRSM).

Having been trained in the Royal Navy as a trainer for the Engineering school in 1978, Dave has continued to provide training throughout his career, and achieved the Level 3 Award in Education and Training in 2014. He is also an approved trainer for the APS, SPA, ICE and UKATA.

Duncan Cooper


Duncan started his career in the Royal Engineers, where he became a Staff Sergeant (Clerk of Works) part of a multi-discipline design team working in operational environments around the world. On leaving the Army, Duncan joined Callsafe Services Ltd for a brief time before taking the position of Safety, Training and Environment Manager with DJ Construction Ltd, and then Regional Safety Manager with Persimmon Homes.

Duncan joined the Callsafe team in 2003 and has been a Director since May 2004. Currently he is lead CDM co-ordinator for Environment Agency projects run out of the South East areas and is Chairman of the National CDM Co-ordinator forum. Duncan is involved in many schemes, including the flagship Ipswich Tidal Barrier scheme and Thames Estuary Schemes. He has been involved in many projects that have attained external recognition APS Winner (Minsmere Flood Defence Scheme) Merit Award Nene Structures (Orton Piling) and Exemplar Health, Safety and Environmental Award (Wisbech Flood Alleviation Scheme).

Duncan is a Chartered member of the Institute of Occupational Safety and Health (CMIOSH), is a Registered CDM Co-ordinator and Member of the Association of Project Safety (RMaPS), a corporate member of the International Institute of Risk and Safety Management (MIIRSM) and a member of Institution of Royal Engineers (MInstRE).

Outside of work, Duncan is a very keen scuba diver, road cyclist & mountain biker and an active member of his local Harriers running club.

Brian Smith

CDM Co-ordinator, Health & Safety Consultant & Trainer

Brian started his career in the Police Service and following retirement he took on the role of Security Manager then Security/Safety Manager having gained the NEBOSH National General Certificate and TUC Level 3 qualification in Occupational Health and Safety.

He moved to the Careers Service in North Lincolnshire assisting local employers in providing safe school pupil work experience placements before accepting the role of Corporate Health and Safety Team Leader at North East Lincolnshire Council where he became a Planning Supervisor and completed his NVQ Level 4 in Occupational Safety and Health.

Brian moved to a local consultancy and in 2004 gained membership of The Association for Project Safety and became a registered CDM C in 2007. He went on to gain his Certificate in Education in 2007 and membership to the Institute for Learning and now develops and delivers bespoke safety training packages for clients.

Brian is also a registered Consultant under the Occupational Safety and Health Consultants Register scheme.

James Darby
BSc (Hons), MCIOB

Health & Safety Consultant

James started his career in the telecommunications industry, where he was a project engineer acting as part of a multi-discipline design & build team.

James’ career has seen him hold varying positions through to project manager within the telecommunications and construction industry working not only in the UK but in France, Germany and the Netherlands.

Throughout his career James has led multi-discipline design & build teams with his last position at Lend Lease UK working on a MoD Framework contract for seven years. During this time James was awarded three National Considerate Constructors Awards whilst working on projects ranging from mining, civil engineering, refurbishment and new build construction projects.

James is a Chartered Member of the Institute of Building and is currently working towards becoming a Registered CDM Co-ordinator with the Association of Project Safety (RMaPS) and membership of the Institute of Occupational Safety and Health (IOSH).

Outside of work, James enjoys scuba diving, cycling, gardening and the outdoor life.
