About Us

Dave Carr

Managing Director

Dave has had a varied career, having started as a Marine Engineering Artificer in the Royal Navy and subsequently working in the topsides and subsea construction and maintenance of North Sea oil and gas installations. During this period Dave performed many roles, including planning engineer, fabrications engineer, construction manager, quality assurance manager and technical author for health and safety management systems.

Dave also worked in the water and manufacturing industries before joining Callsafe in 1996 as a health & safety consultant. Dave became Managing Director in May 2004. Dave obtained a Post-graduate Diploma in Health and Safety Management in 2006, achieved Fellowship of the Association for Project Safety (APS) in 2007 and is a Fellow of the International Institute of Risk and Safety Management (IIRSM).
Having been trained in the Royal Navy as a trainer for the Engineering school in 1978, Dave has continued to provide training throughout his career, and achieved the Level 3 Award in Education and Training in 2014. He is also an approved trainer for the APS, SPA, ICE and UKATA.

In his spare time, Dave enjoys being a spectator of most sports, archery, and reading.

Duncan Cooper


Duncan started his career in the Royal Engineers, where he became a Staff Sergeant (Clerk of Works) part of a multi-discipline design team working in operational environments around the world. After leaving the Army, he has been a Safety, Training and Environment Manager and then Regional Safety Manager before moving into consultancy.

Duncan joined the Callsafe team in 2003 and has been a Director since May 2004. Currently, he is lead Principal Designer for Environment Agency projects run out of the South East areas and is Chairman of the National Principal Designer forum. Duncan is involved in many schemes, including the flagship Oxford Flood Alleviation scheme and Thames Estuary schemes. He has been involved in many projects that have attained external recognition: APS Winner (Minsmere Flood Defence Scheme), Merit Award Nene Structures (Orton Piling); and Exemplar Health, Safety and Environmental Award (Wisbech Flood Alleviation Scheme).
Duncan was also shortlisted as Principal Designer of the Year 2017.

Outside of work, Duncan is a very keen triathlete, Ironman, scuba diver, and an active member of his local Harriers running club.

Tam Bream

Consultancy Workstream Manager

Tam Bream started his career in 1995 working for a firm of Chartered Surveyors working in the petrochemical industry, managing a network of underground pipeline systems and above ground installation. Tam managed many construction projects and a team of remote maintenance staff all over the UK.

After nearly 20 years, Tam left to follow his passion for Health and Safety, ending up with a short stint in the Health and Safety Executive, enabling Tam to gain the understanding of the prosecution process, putting him in a good position to assist Clients in avoiding this, and give advice through training using relevant examples.

Tam was appointed to Callsafe Services in 2015 as a Consultant, Principal Designer and Trainer and was promoted to Manager of the Consultancy Workstream in April 2018.

Tam has been a Planning Supervisor, CDMC and Principal Designer over many projects and has significant and varied experience enabling him to work with Clients, as Health and Safety Consultant and CDM Advisor, from many sectors.

In his spare time, Tam enjoys playing and coaching rugby at his local Rugby Club and is Chairman of the Mini Junior and Girls section. He enjoys working on his small holding and tending to a small flock of sheep.

John Ellis
BSc (Civ Eng), CMIOSH, CMaPS

Principal Designer, Health & Safety Consultant & Trainer

John started his career as a Site Engineer for a Principal Contractor before becoming a Contracts
Manager for a specialist precast concrete contractor. He has also been an HM Inspector of Health & Safety within the HSE’s construction division and a general health & safety practitioner working for an insurance company within their risk management division, specialising in construction work but also covering the full industry spectrum including manufacturing, haulage, retail and services.

John joined the Callsafe team in 2017 where he is currently the Principal Designer for Defra Facility
Management projects in the north of England, including a variety of projects from new-build construction, refurbishment and demolition.

John also delivers CDM training nationally and provides health & safety consultancy services to a number of organisations.

Outside of work, John enjoys gardening, going to the gym, DIY, and playing snooker.

James Darby

Principal Designer & CDM Advisor

James comes from a project manager background and has experience in a wide range of projects within the construction industry. He has worked for various companies ranging in size from SME’s to multinational organisations. He is very knowledgeable of public sector clients having worked with the Environment Agency, the Ministry of Defence and the Ministry of Justice, working within integrated delivery teams to deliver single-site and multi-site assets in both rural and busy urban environments.

James joined Callsafe in June 2014 and primarily works as a Principal Designer and CDM advisor on various Environment Agency Flood Defence projects.

James has been recognised with three National Considerate Constructors Awards whilst working on varying types of projects ranging from mining, civil engineering, waterways, refurbishment and new build assets.

Outside of work, James enjoys road cycling, gardening and the outdoor life.

Anthony Evans

Principal Designer & CDM Advisor

Anthony started out as a safety professional in the construction industry in 2002, working at the time with a contractor on multiple projects within the London Underground and Network Rail environments.

Anthony commenced delivery of CDM (Construction Design & Management) related projects in 2006.

Anthony’s skills focus on developing client relationships to understand their health and safety liabilities within the construction industry, and their understanding of their duties under the CDM Regulations. Anthony’s primary experience is predominantly rail, mixed use and commercial projects, social housing and environmental in the role of CDM Co-ordinator / Principal Designer.

Anthony joined Callsafe in April 2016.

Michelle Lynch

Principal Designer & CDM Advisor

Michelle joined Callsafe in March 2018.

Michelle has a broad working knowledge of the construction industry commencing her career in project management within a blue-chip engineering consultancy.

After successfully completing both the NEBOSH General and Construction Certificates, she developed her career within Health and Safety, holding roles including: Health and Safety Co-ordinator, CDM
Co-ordinator, Principal Designer and Site Safety Advisor. 

Her remit has included the health and safety inspection and auditing of construction sites; training staff in safety management systems; driving safety initiatives within both design and construction teams; and ensuring good communication and co-ordination of schemes through design and construction to completion. 

Michelle has a keen, personal interest in environmental and wellbeing issues and initiatives, particularly Mental Health Awareness. 

Julie Utting

Principal Designer & CDM Advisor

Julie is a reliable, hard-working and enthusiastic construction professional, with over 17 years of construction experience.

Julie started her career as a construction worker, progressing through to construction Health and Safety Manager, looking after projects ranging from new build care homes, high end residential properties and refurbishments of educational buildings.

Julie joined Callsafe in July 2018 and is working as a Principal Designer and CDM Client Advisor producing Pre-Construction Information packs; reviewing Construction Phase Plans and RAMs of sub-contractors; providing toolbox talks; and producing health and safety files.

Outside of work Julie enjoys spending time with her children and playing rugby.

Gemma Esprey

Senior Office Administrator

Gemma joined Callsafe in March 2005 first as an Administrative Assistant and was promoted to Senior Office Administrator in December 2009.

Her main role within the company is to co-ordinate training courses and events, which encapsulates a wide range of administrative tasks and responsibilities.

Gemma has a BSc in Psychology and in 2019 became Callsafe’s Mental Health First Aider.

Gemma is also a trained First Aider and Fire Warden.

In her spare time, Gemma enjoys knitting, reading, gardening and baking.

Sarah Macleman

Accounts Manager

Sarah joined Callsafe in February 2008 and became responsible for all aspects of the Accounts, including
She has worked in Finance since 1996 and has qualifications in ICB Payroll and AAT Accounting. 

Sarah is also a trained Fire Warden.

In her spare time, she is continuing with her studies, and enjoys running – regularly taking part in races from 5k to marathons, reading, and spending time with her family.

Michelle Symcox

Office Administrator

Michelle joined Callsafe in May 2012.  

She is the Passport Administrator dealing with the latter stages of the production and administration of McDonalds Contractors Passports, as well as assisting with the day-to-day office tasks. Michelle is also a trained Fire Warden.

In her spare time, she enjoys looking after her menagerie of animals, gardening and sewing.       

Michelle also owns a haberdashery shop, running numerous craft workshops.

Gayle Hawkins

Office Administrator

Gayle joined Callsafe in August 2013.

She provides a full range of administrative duties, including day-to-day office tasks and the preparing of training course materials and health and safety files.

Gayle works alongside McDonalds assisting in the administration for contractor supplier approvals
database. Gayle is also a trained First Aider and Fire Warden.

In her spare time, she is a dedicated football mom to both her sons and also loves spending her weekend doing family activities.
